Nine rejections in a century

Oregon has never had a general sales tax, and it is not for lack of trying. Proposals have gone to voters repeatedly since the 1930s and been defeated every time, often by large margins. It has become something close to a settled part of the state's political identity.

The consequence is that income tax carries the load. Oregon's income tax starts at 4.75% from the first dollar — higher than the top rate in several states — precisely because there is no consumption tax sharing the burden.

Washington residents crossing into Portland to make large purchases is a well-documented pattern, and Washington has at times restricted its sales tax exemption for Oregon residents in response.
