Hawaii has twelve income tax brackets, more than any other state, running from 1.4% to 11%. It is also midway through the largest tax reduction in its history: legislation passed in 2024 widens the brackets and roughly doubles the standard deduction in stages through 2031. Employees also contribute to Temporary Disability Insurance, capped at a modest weekly amount.
The 2024 reform, phasing in through 2031
Hawaii's income tax had long been unusually burdensome for lower and middle earners, because its brackets were compressed into a narrow range of income and its standard deduction was among the smallest in the country. A worker on a modest salary could reach the 7.6% or 7.9% band while paying some of the highest housing costs in the United States.
Act 46 of 2024 addressed this by widening the brackets substantially and increasing the standard deduction in steps every other year through 2031, at which point it will roughly match the federal figure. The rates themselves are unchanged; the thresholds move.
Because the phase-in is gradual, Hawaii's effective burden falls each year the reform advances. It also means figures from before 2024 substantially overstate what a Hawaii worker now pays, and figures from 2031 onward will look different again.

The General Excise Tax, which is not a sales tax
Hawaii does not levy a conventional sales tax. Instead it charges a General Excise Tax on business gross receipts at 4%, with county surcharges bringing it to 4.5% on Oahu.
The rate sounds low, but the base is far broader than a normal sales tax. GET applies to services, professional fees, rent and wholesale transactions, and because it is levied at each stage of a transaction chain it pyramids — the tax is embedded in the cost of goods multiple times before they reach a consumer. Economists generally estimate the effective consumer burden at well above the headline rate.
Combined with the highest cost of living of any state, that consumption tax is a much larger factor in Hawaii household budgets than the income tax rate alone would suggest.
TDI, pensions, and what appears on a payslip
Hawaii requires employers to provide temporary disability insurance, and permits them to deduct half the premium cost from employees — capped at 0.5% of weekly wages and at a maximum weekly amount, which is $7.50 for 2026. That caps the annual employee contribution at $390 regardless of salary.
Hawaii's treatment of retirement income is notably generous. Social Security is fully exempt, and so is income from employer-funded pension plans — including the pension portion of many public and private retirement schemes. Employee-funded contributions and their earnings, such as elective 401(k) deferrals, remain taxable.
No Hawaii county levies an income tax, so the payslip carries state income tax, TDI and federal deductions only.
