Louisiana overhauled its income tax for 2025, scrapping a three-bracket system that topped out at 4.25% and replacing it with a flat 3%. The reform also raised the standard deduction sharply, to $12,875 for single filers and $25,750 for married couples. The combination produces one of the lower effective state income tax burdens in the country. There are no local income taxes in Louisiana.

The 2025 flat tax reform

Louisiana's previous system taxed income at 1.85%, 3.5% and 4.25% across three bands. Legislation passed in a special session in late 2024 replaced all three with a single 3% rate from the 2025 tax year.

The reform was paired with a substantial increase in the standard deduction, which more than doubled for most filers. That combination matters: a flat rate on its own would have raised taxes on the lowest earners, but the larger deduction offsets it, so the reform was broadly a reduction across the income range.

Louisiana also eliminated its federal income tax deduction as part of the same package — a provision it had shared with Alabama. Losing that deduction partly offsets the headline rate cut, which is why the reform's net effect is smaller than a fall from 4.25% to 3% suggests.

Sales tax does the heavy lifting instead

Louisiana has among the highest combined sales tax rates in the United States. The state rate rose to 5% as part of the 2025 reform package, funding the income tax cut, and local parish and municipal rates commonly add another 5% on top — producing combined rates approaching 10% in many areas.

The structure is also unusually fragmented. Louisiana parishes administer their own sales taxes with varying bases and exemptions, which has long made the state an outlier for compliance complexity, particularly for businesses selling across parish lines.

For a household, the practical trade-off is the familiar one: the income tax saving is fixed relative to your salary, while the sales tax cost scales with your spending. Louisiana's model favours higher earners who save, and weighs more heavily on households spending most of what they earn.

Retirement income and property tax

Louisiana does not tax Social Security benefits. It also fully exempts state and local government pensions, federal civil service pensions and military retirement pay, and provides an exemption for a portion of other retirement income for taxpayers aged 65 and over.

Property taxes are among the lowest in the country, helped by a homestead exemption that removes a substantial slice of assessed value from taxation for owner-occupiers. In many parishes a modest home attracts very little property tax at all.
