The 2025 bracket restructuring
New Mexico previously ran a compressed schedule in which middle earners reached higher rates quickly. The 2025 reform added new lower bands and widened existing ones, so the same salary now moves through more brackets at lower rates before reaching the top.
The design was explicitly redistributive: the largest proportional savings went to households in the lower and middle of the income range, while the 5.9% top rate was left in place. That is a different approach from the flat-tax reforms adopted in Georgia, Iowa and Louisiana, which tend to benefit higher earners most.
Combined with a standard deduction matching the federal figure — $16,100 for single filers in 2026 — New Mexico's effective rate for a typical worker is now well below its top rate.

Gross receipts tax, not a sales tax
New Mexico does not levy a conventional sales tax. Instead it charges a gross receipts tax on businesses for the privilege of doing business in the state, which is almost always passed through to customers and therefore looks like a sales tax at the till.
The difference matters, because GRT applies to services as well as goods — including professional services that most states exempt. Combined state and local rates typically run between 5% and 9% depending on the municipality.
The state has reduced the GRT rate in recent years alongside income tax cuts, funded largely by oil and gas revenue from the Permian Basin. That revenue source makes New Mexico's fiscal position unusually sensitive to energy prices, which is worth knowing when assessing how durable the current tax cuts are likely to be.
Social Security, military pay and the film industry
New Mexico exempted most Social Security benefits from state tax in 2022, covering taxpayers below income thresholds — which means the large majority of retirees pay nothing on their benefits. Military retirement pay benefits from a separate and growing exemption.
No New Mexico city or county levies an income tax, and the state runs no payroll programmes, so a New Mexico payslip carries federal deductions plus state income tax only.
One quirk worth noting for the state's substantial film and television workforce: New Mexico has aggressive production tax incentives, and many crew members work as contractors rather than employees.
